To say that someone is متكبر على خلق الله (metkabbar 3ala xal' allaah) — looks down on God's creations — or متكبر على الناس اللى حواليه (metkabbar 3ala n-naas illi Hawaleih) — looks down on the people around him — means that the person is really full of himself and thinks he's better than everyone else.
